A major law enforcement operation in Baltimore has dismantined a significant card skimming network. The U.S. Secret Service led the multi-agency effort on October 22-23, 2025. They successfully removed 22 illegal skimming devices from local businesses.

This proactive outreach prevented an estimated $22.9 million in potential fraud losses. The operation specifically targeted devices used to steal from vulnerable populations. Officials confirmed the focus was on protecting Electronic Benefit Transfer (EBT) cards.

Multi-Agency Effort Inspects Thousands of Terminals

Teams conducted inspections at 493 different business locations. They checked more than 3,000 point-of-sale terminals, gas pumps, and ATMs. The goal was to find and remove hidden data-stealing technology.

The Secret Service coordinated with seven local and state agencies. Partners included the Baltimore Police Department and the Maryland Department of Human Services. According to Reuters, this collaborative model is being replicated nationwide to fight skimming.

EBT Fraud Poses Critical Threat to Vulnerable Families

Criminals increasingly target government assistance cards. EBT cards often rely on older magnetic stripe technology. This makes them easier to clone compared to modern chip cards.

Thieves steal card data and PINs around monthly benefit deposit dates. They then create clone cards to drain accounts completely. This leaves families without funds for food and basic necessities.

The successful Baltimore card skimming operation demonstrates a growing commitment to proactive financial crime prevention. This model of inter-agency cooperation is proving effective in protecting consumer assets. Law enforcement continues to urge public vigilance against these sophisticated fraud schemes.

Info at your fingertips

How do card skimming devices work?

Criminals attach small, hidden devices over legitimate card readers. These devices secretly capture the data from your card’s magnetic stripe. They often work alongside a hidden camera to record your PIN entry.

Why are EBT cards a common target for skimming?

EBT cards frequently lack the more secure chip technology found on most modern bank cards. Criminals know that benefits are deposited on a predictable monthly schedule. This timing allows them to drain accounts quickly after funds are loaded.

What can I do to protect myself from skimmers?

Always inspect a card reader before use. Look for anything loose, crooked, or scratched. Use your hand to shield the keypad when entering your PIN to block hidden cameras.

Where are skimming devices most commonly found?

Skimmers are often placed on unattended payment terminals. High-risk locations include outdoor gas pumps and standalone ATMs. Devices inside well-lit, staffed areas are generally less vulnerable.

What was the total value of fraud prevented?

The operation prevented an estimated $22.9 million in potential losses. This calculation is based on the average fraudulent transactions linked to such devices. The figure highlights the massive scale of this type of financial crime.
