China seeks to preempt decoupling. Premier Li’s recent European tour emphasized “win-win cooperation,” while Foreign Minister Wang Yi urged the EU to “resist protectionism.” European Council statements stress “frank dialogue” on trade imbalances and Ukraine. The summit’s success hinges on converting dialogue into actionable accords that preserve economic interdependence.
