Strict Enforcement and Border Controls Implemented
Petrol, diesel, and CNG pump dealers have been officially directed to refuse refueling. They must check for a valid PUCC first. According to PTI, on-ground checks and automatic number plate recognition will verify compliance.
Minister Sirsa also announced stricter border controls. When GRAP Stages 3 or 4 are active, non-BS-VI vehicles registered outside Delhi will be barred. Vehicles carrying construction materials will also be denied entry during GRAP 4.

The government claims its targeted actions are working. Sirsa stated that Delhi saw eight months of better air this year compared to last. November’s average AQI was about 20 points lower.
