The Chinle Unified School District in Arizona is a stark example. Half of its budget comes from Impact Aid. Superintendent Quincy Natay has already suspended after-school programs.

Many of these programs provide essential meals for students. The district is now evaluating what other services it can eliminate. This situation is not unique to Chinle.

According to Reuters, Impact Aid provides $1.6 billion annually to about 1,000 school districts. These districts collectively serve nearly 8 million students. The payments are typically distributed starting in October, which coincides directly with the shutdown.

Why Impact Aid is a Lifeline for Vulnerable Schools

Most U.S. school districts fund operations through local property taxes. This system fails in areas with large amounts of non-taxable federal land. This includes tribal reservations and military installations.

Impact Aid was created to compensate for this lost tax revenue. Without it, these schools have no other way to raise essential funds. The current freeze puts teacher salaries and basic operations in jeopardy.

Schools are now digging into cash reserves to stay afloat. The longer the shutdown lasts, the deeper the cuts will be. Some districts may soon need to take out loans just to pay their teachers.
