Police investigations revealed that a construction company had sealed windows with flammable foam. This practice is now considered a primary factor in the fire’s uncontrollable spread. A police superintendent cited by Reuters confirmed gross negligence is suspected.

Rescue Efforts Hampered by Falling Debris

Nearly 300 residents were initially reported missing following the fire’s outbreak. Most are believed to be trapped on upper floors of the complex. Intense heat and thick, toxic smoke have severely hampered rescue teams.

Deputy fire services director Derek Chan highlighted the additional dangers. He noted that falling debris and scaffolding pose a significant risk to frontline rescue personnel. The situation remains dynamic as crews work to secure the area.

The scale of this tragedy has drawn a response from China’s leadership. President Xi Jinping urged all-out efforts to control the blaze and aid victims. He also expressed condolences for the victims, including a firefighter who died during rescue operations.
