Italy Orders Meta to Halt WhatsApp AI Chatbot Ban in Antitrust Move

By Sadia Afrin JoyaDecember 25, 20253 Mins Read

Italy has intervened in a major tech policy dispute. The country’s competition authority has ordered Meta to suspend a new rule. This rule would ban AI companies from using WhatsApp’s business tools.

WhatsApp AI BanThe order is a temporary measure. It comes from an ongoing antitrust investigation. According to Reuters, regulators fear Meta is unfairly blocking rivals.

Regulators Cite Abuse of Market Dominance

The Italian Competition Authority (AGCM) issued the order on Wednesday. It stated Meta’s conduct appears to constitute an abuse of its dominant position. The policy could limit innovation in the AI chatbot market.

The watchdog warned of serious and irreparable harm to competition. It said the move was necessary while its investigation continues. The goal is to ensure a level playing field for all AI developers.

Meta introduced the policy change in October. It aimed to stop general-purpose AI chatbots from operating on WhatsApp via its Business API. The ban was set to take effect in January 2025.

This would impact services from companies like OpenAI and Perplexity. These firms use the API to offer their chatbots within the popular messaging app. The AGCM began probing the change last month.

A Broader Battle Over AI Access and Fair Play

This is not an isolated case. The European Commission has also launched a formal investigation. Brussels shares similar concerns about the policy restricting third-party AI in Europe.

Meta strongly disputes the characterization. The company calls the Italian decision “fundamentally flawed.” It argues the WhatsApp Business API was never meant as a distribution platform for AI bots.

Meta states that AI chatbots strain its systems. It insists the proper route to market for AI companies is through official app stores or websites. The tech giant has announced it will appeal the suspension order.

The outcome could set a significant precedent. It touches on how dominant messaging platforms manage third-party integrations. The final decision will influence the landscape for AI innovation and consumer choice across the continent.

This suspension order marks a pivotal moment in the clash between big tech’s platform control and regulatory efforts to ensure open competition, particularly in the fast-evolving field of artificial intelligence linked to major apps like WhatsApp.

A quick knowledge drop for you

Why did Italy order this suspension?

The Italian Competition Authority believes Meta’s ban may be an abuse of its market power. They worry it will hurt competition and limit consumer choice in the AI chatbot sector while their investigation proceeds.

What does Meta say in its defense?

Meta argues its Business API isn’t designed for AI chatbot distribution. The company says these bots strain its systems and that AI firms should use app stores or their own websites instead.

Which AI companies are affected by the ban?

The policy would block general-purpose AI chatbots from using WhatsApp’s business tools. This includes services from prominent names like OpenAI’s ChatGPT and Perplexity AI.

Does this affect all business bots on WhatsApp?

No. The policy specifically targets general-purpose AI chatbots. Dedicated customer service bots used by retailers and other businesses are still permitted under the API rules.

What happens next in this case?

Meta has stated it will appeal the suspension order. Meanwhile, the Italian antitrust investigation and a separate European Commission probe into the same policy will continue.
