New Zealand has officially closed its Entrepreneur Work Visa. The government introduced a new Business Investor Visa program instead.

This major policy shift aims to attract experienced investors who will actively run and grow local businesses. The new system offers a clearer path to residency for qualified applicants.

New Visa Offers Two Investment Tiers

The new Business Investor Work Visa opens for applications in November 2025. It features two distinct investment options for foreign entrepreneurs.

The first tier requires a NZD 1 million investment in an existing New Zealand business. This pathway leads to residency after three years.

The second tier is a faster route. It demands a NZD 2 million investment in an existing business. This option provides a 12-month fast-track to residence.

Applicants can purchase a business outright or acquire at least a 25% stake. Both options require meeting the minimum financial thresholds.

Prospective applicants must meet several key criteria. They must be aged 55 or younger and prove business experience.

They also need an IELTS score of 5.0. According to Reuters, the goal is to ensure investors can integrate successfully.

Applicants must show NZD 500,000 in settlement funds. This money supports them and their family while establishing the business.

The government has also excluded certain business types. Banned investments include convenience stores, fast-food outlets, and franchised businesses.

Businesses involved in gambling or adult entertainment are also prohibited. The policy targets high-value, job-creating enterprises.

A Shift in Economic Immigration Strategy

The old Entrepreneur Visa category is now retired. Officials stated it failed to attract sufficient high-quality applications.

The new visa complements the recently refreshed Active Investor Plus Visa. Together, they form a broader strategy to attract capital and talent.
