    Philippines Anti-Corruption Protests: Thousands Rally in Manila Over $9.5B Flood Control Scandal

    Thousands of people marched in Manila on September 21, 2025. They protested against a massive corruption scandal in flood-control projects worth $9.5 billion.     The scandal was first raised by President Marcos in his July speech. He formed a commission to investigate the 9,855 projects worth 545 billion pesos. Soon after, contractors Sarah and Pacifico Discaya drew outrage by showing off dozens of luxury cars bought with state contracts.

    Several officials have since stepped down. Senate President Francis Escudero and House Speaker Martin Romualdez resigned as criticism spread. The Department of Public Works said three engineers were fired and 15 more face dismissal and criminal charges.

    Marcos said he does not blame people for their anger. He asked protesters to be peaceful while reforms are underway. His government has promised asset freezes and criminal cases against those found guilty.

    Public Outrage and Call for Reform

    Many Filipinos say the scandal highlights deep flaws in governance. Citizens complain of poor infrastructure and weak healthcare despite huge budgets. Student groups, labor unions, and church leaders joined the protests.

    Cardinal Pablo Virgilio David urged citizens to “strengthen democracy” through peaceful action. Protesters said the fight is not to topple the president but to clean the system.

    Young people voiced frustration over lost opportunities. “If there is money for ghost projects, why is there no money for hospitals?” asked one student nurse. Many called the scandal “truly shameful” and a betrayal of public trust.
