    Conversely, the policy also demands heightened scrutiny of negative conduct. Officers must diligently check for both permanent bars to good moral character, such as murder or an aggravated felony conviction, and conditional bars, including controlled substance violations or falsely claiming U.S. citizenship.

    A crucial aspect of the new policy is its focus on rehabilitation. The memo notes that “evidence of genuine rehabilitation may support a finding of GMC.” This offers a pathway for applicants with past mistakes, provided they can demonstrate meaningful and verifiable reform, such as completed counseling, community service, or a sustained period of impeccable conduct.

    Immigration law experts anticipate this will make the naturalization process more subjective and demanding.
