Trump Signs Executive Order on AI Security and Cybersecurity

President Donald Trump signed an executive order on artificial intelligence and cybersecurity on June 2, directing federal agencies to establish a framework for the secure deployment of advanced AI systems. The order, titled “Promoting Advanced Artificial Intelligence Innovation and Security,” requires AI developers to voluntarily provide the federal government with early access to their most powerful models for up to 30 days before releasing them to other partners or the public.

The order is narrowly focused on cybersecurity risks rather than broad AI governance, a deliberate distinction from the approach taken by the Biden administration. Specifically, it expresses concern about AI systems capable of discovering software vulnerabilities and writing malicious code to exploit them.

The Cybersecurity and Infrastructure Security Agency is directed to develop defensive tools and create a clearinghouse for AI-identified vulnerability data, shared voluntarily between the industry and the government. Officials said the voluntary framework was chosen to avoid creating regulatory barriers that could slow American AI development or give an advantage to Chinese competitors.

A separate National Security Presidential Memorandum, signed on June 5, established a four-pillar framework for AI use within defence and intelligence agencies. The pillars are adoption, adaptation, assurance, and accountability. It directs the Defense Department to accelerate AI deployment in areas from logistics to signals intelligence, while building human oversight mechanisms.

The order drew criticism from civil liberties groups, who said the voluntary nature of the cybersecurity review mechanism left too many gaps. Proponents countered that a voluntary model was more likely to secure industry cooperation than a regulatory mandate that could be challenged in court.

The Colorado Consumer Protections for Artificial Intelligence Act, a state law affecting companies operating in Colorado, takes effect on June 30, adding a state-level layer of AI governance.
