GlobalFoundries signed a letter of intent with the U.S. Department of Commerce on July 29, 2026, to receive $300 million in CHIPS Research and Development funding. The award will accelerate the company’s development of next-generation silicon photonics technologies essential to AI infrastructure, while securing the US government a 1% stake in GlobalFoundries.

Silicon photonics is the plumbing of AI. As data centers scale to train larger models and serve more users, copper wiring hits physical limits. Photonics uses light instead of electricity to move data, offering exponentially higher speeds with lower power consumption. GlobalFoundries is betting that this technology will be as crucial to AI as the chips themselves.
What the Money Funds
The CHIPS funding targets three areas: next-generation optical materials to transmit light more efficiently, advanced wafer technologies to integrate photonics and electronics on the same die, and novel packaging techniques including 3D hybrid bonding. GlobalFoundries will focus on near-packaged optics and co-packaged optics, technologies that allow chip designers to integrate optical connections into their processors.
These aren’t theoretical advances. Companies like Nvidia and Google are already working on photonic interconnects. The limiting factor is manufacturing. GlobalFoundries is betting they can become the preferred foundry for these advanced photonic solutions.
Why Government Funding Matters Here
Photonics R&D requires capital that pure commercial models can’t justify on their own. The US government sees silicon photonics as critical to AI sovereignty. If the country doesn’t develop this technology domestically, it becomes dependent on foreign suppliers. The $300 million is an investment in American capability, not charity.
The 1% equity stake sweetens the deal for taxpayers. If GlobalFoundries succeeds and photonics becomes the standard for AI infrastructure, the government’s stake could be worth far more than $300 million in a decade.
The Competitive Angle
This is one of several CHIPS Act awards funding different pieces of the semiconductor ecosystem. The awards are explicitly designed to build redundancy and reduce dependence on any single company or region. GlobalFoundries gets photonics. Other companies get foundry capacity or packaging technology. Together, they’re meant to reconstitute an American semiconductor industry capable of leading in AI.
The $300 million award reflects a hard truth: American semiconductor leadership requires sustained government investment, not just corporate ambition.
