Netherlands Probes Roblox Over Risks to Children Under EU Rules

By Saleh MohammadJanuary 31, 2026Updated:January 31, 20263 Mins Read

The Netherlands has opened a formal investigation into Roblox over risks to children, focusing on whether the platform does enough to protect minors in the European Union. The probe was announced on January 30, 2026, by the country’s consumer watchdog. It will assess safety measures related to violent and sexual content and other harms.

The investigation is being led by the Netherlands Authority for Consumers and Markets, known as the ACM. Regulators said the review could take around one year and may result in penalties if violations are found. The case falls under the European Union’s Digital Services Act.

Roblox Over Risks to Children: What the Dutch Regulator Is Examining

The ACM said it is examining potential risks to underage users across the EU when using Roblox. The platform has faced repeated concerns about children being exposed to violent or sexually explicit games created by users. Dutch officials said such reports provided enough grounds to open a formal inquiry.

Another focus of the probe is the risk of adults targeting children on the platform. Regulators cited allegations that ill-intentioned users may contact minors through in-game communication features. The ACM is also reviewing whether Roblox uses misleading design techniques that pressure children into making purchases.

Under the EU’s Digital Services Act, large online platforms must take appropriate and proportionate steps to ensure a high level of safety and privacy for minors. This includes preventing harmful content, limiting unwanted contact, and avoiding exploitative commercial practices. If the ACM concludes Roblox failed to meet these obligations, it can issue binding instructions or impose fines.

The watchdog pointed to past enforcement to underline its approach. In 2024, the ACM fined Epic Games over practices in Fortnite’s in-game shop, ruling that vulnerable children were pressured into spending money. That case set a precedent for stricter scrutiny of child-focused gaming platforms.

Regulatory Pressure Grows on Child Safety in Online Games

Roblox said it is cooperating with the investigation and stressed its commitment to EU law. A company spokesperson said Roblox complies with the Digital Services Act and highlighted new safeguards announced in late 2025. These include plans to require age verification using facial recognition to limit communication between children and adults.

The investigation reflects a broader shift in Europe toward tighter oversight of platforms popular with young users. Several countries are expanding enforcement under the Digital Services Act, while lawmakers debate stronger age controls for social media and games. Regulators argue that platforms must adapt quickly as online environments evolve.

For Roblox, the outcome could shape how it designs safety systems across Europe. A negative finding may force changes to content moderation, communication tools, or in-game purchasing features. Other gaming companies are watching closely, as the case may influence future enforcement standards.

The Netherlands probe into Roblox over risks to children signals tougher enforcement of EU digital safety rules. The findings could affect how global gaming platforms protect minors across Europe.
