Temporary Foreign Worker Limits Adjusted for Rural Employers in Canada

Canada is adjusting temporary foreign worker limits to help rural employers deal with ongoing labour shortages while maintaining priority for Canadian workers. The new measures are expected to take effect as early as April 1, 2026.

The government says the changes target rural regions where businesses struggle to find workers. These areas often face tighter labour markets than larger cities, affecting industries essential to local economies.

Canada modifies temporary foreign worker limits for rural labour gaps

The new rules allow rural employers to temporarily raise the share of low-wage temporary foreign workers in their workforce from 10 per cent to 15 per cent in eligible areas. Employers can also keep their current number of foreign workers instead of reducing them under existing caps.

The change applies mainly to rural communities where employers have demonstrated difficulty recruiting Canadians or permanent residents. Businesses in these areas rely on the Temporary Foreign Worker Program to fill short-term labour gaps when local hiring efforts fail.

The program currently accounts for roughly one per cent of Canada’s total workforce. Workers hired through the system are commonly employed in sectors such as agriculture, food processing, construction, and health care.

Earlier policy adjustments had tightened access to the program. Between October 2023 and November 2024, the government introduced several restrictions aimed at protecting domestic employment.

These measures included refusing applications for low-wage positions in regions where unemployment exceeds six per cent. Authorities also reduced the share of low-wage temporary foreign workers allowed in a company’s workforce from 20 per cent to 10 per cent.

Work permits for low-wage workers were also shortened to one year. The updated rural policy temporarily relaxes part of those restrictions in areas where labour shortages remain severe.

Sector-specific limits remain in place. Employers in health care, construction, and food processing can continue hiring up to 20 per cent low-wage foreign workers under special provisions.

Seasonal industries such as fish processing and tourism will keep existing exemptions. These sectors often rely on temporary labour during peak operating periods.
